Winter Park gives first nod to Orange Avenue Overlay District plan
Winter Park is revamping part of its comprehensive plan and land-development code standards aiming to spur mixed-use development within 75 acres of property. Commissioners approved on a 3-2 vote the Orange Avenue Overlay District, which is meant to increase the density and walkability of the city’s prominent stretch of Orange Avenue, incentivize development within various zoning districts that range from industrial to residential and maximize open space.

WINTER PARK, Fla. – City leaders call it the most consequential decision they’ve made in the last decade, a decision that will help guide the future of one neighborhood in Winter Park. In a 3-2 vote with amendments, Winter Park City Commission approved the Orange Avenue Overlay District Thursday, a 95-acre district that will feature new land development code standards.

Planning officials in Winter Park have completed a draft supporting policy changes that incentivize redeveloping a prominent stretch of Orange Avenue that extends around high-traffic intersections crossing Orlando Avenue and West Fairbanks Avenue.
