The city of Winter Park has changed course on an earlier approval to allow more intense development on 75 acres – a decision that may throw cold water on new construction in the posh city north of Orlando. On March 30, the city voted 4-1 to repeal the adoption of the controversial Orange Avenue overlay district, which was OK’d earlier in March.
